Center for Rapid Surveillance of Tobacco (CRST) will perform surveillance of tobacco product marketing, the tobacco product marketplace, and tobacco use behaviors, transforming tobacco surveillance to be rapid, comprehensive, and coordinated, with salient findings fed immediately into traditional data collection systems. By identifying and evaluating signals in a timely fashion, the CRST will generate critical actionable information about changes in tobacco products which can inform FDA’s regulation of tobacco products leading to a substantial public health impact.

FDA has posted Not Substantially Equivalent Orders for 28 cigarette products manufactured by Seneca Manufacturing Company. FDA determined that the manufacturer has not provided enough evidence that the new products pose similar public health risk to their predicate products. This includes Seneca Sands and Seneca Heron cigarette lines. The orders were issued in 2018 but not posted until April 23, 2026. Retailers will have up to 30 days from the posting date to comply with the order, after which FDA may take enforcement action.
